Portland City Council Elects New President After Chaotic Deadlock: Jamie Dunphy Takes the Helm (2026)

A breakthrough has finally been achieved in the fractious Portland City Council, putting an end to a prolonged impasse and leading to the election of a new president. This development comes after days of intense debate and growing signs of discord among council members.

The newly elected president, Councilor Jamie Dunphy, an advocate for the progressive caucus and representative of east Portland, secured the position after an astonishing 13 rounds of voting spanning three separate days. Dunphy's victory was made possible by the support of fellow progressive caucus member, Sameer Kanal, who added Dunphy's name to the list of nominees after securing six votes in 11 consecutive rounds. Elana Pirtle-Guiney, the council president from the previous year, cast the first and only vote for Dunphy in the 12th round.

In a statement, Dunphy expressed his reluctance to take on the role, stating, "This is not something I sought or am excited about. However, if the only way to break the 6-6 stalemate is for me to step up, then I am willing, though not happy, to serve this institution."

The election of Dunphy marks a chaotic week at City Hall, characterized by deadlocked council factions, refusal to compromise, and escalating attacks on colleagues. Dunphy's victory places a representative and champion of an historically neglected part of Portland, an area that is also the city's poorest and most racially diverse, in the most powerful position on the council, with special agenda-setting functions.

Despite the challenges, Dunphy made it clear that he intends to distribute some of his duties across the legislative body and even "invite my sharpest critics to be advisors." He stated, "I will use this role to distribute power, not consolidate it. To build systems that treat each of us equally and protect this council as an equitable body for our colleagues and constituents. I don't want this to be a yearly ritual of hardened battle lines. It has hurt my heart."

Following Dunphy's assumption of the council presidency, the body nominated and approved Councilor Olivia Clark, who represents the city's westside and a portion of Southeast Portland, as council vice president in an unanimous 11-0 vote. Loretta Smith was the only councilor who declined to support Clark's candidacy.
